Finally, the amendment also indicates that the due date for receipt of proposals has been extended to March 20, 2008.

The USCG would like to thank industry for attending the NAIS Pre-Award Site Visit held at USCG Training Center Cape May on January 08, 2008. We are pleased to provide you with the Request for Proposal (RFP) for the Nationwide Automatic Identification System (NAIS) Increment 2 Phase 1 requirement. The Government intends to award one contract for this effort.

A hardcopy of the RFP will not be issued. Proposals shall be submitted as specified in Section L.4.12 to the project office NLT 3:00 P.M. Eastern Standard Time (EST) on March 6, 2008. Proposals shall be delivered as follows:

The NAIS Project Office released a synopsis on FedBizOpps on November 27, 2007. To view the synopsis, please visit FedBizOpps.

As indicated in the synopsis, the NAIS Project Office has established a Technical Library to provide a variety of relevant technical information on system design guidance and existing capabilities. To view the contents of the Technical Library, Potential Offerors are required to register for access. To register for access, please click on the Technical Library Registration link above.

Registration requires completing a registration form, signing a non-disclosure agreement, and sending in the non-disclosure agreement via fax or e-mail (if the signed agreement is scanned as a PDF beforehand). The NAIS Contracting Officer will review submitted registrations. If approved, a unique username and password will be electronically mailed to the registrant.

Also indicated in the synopsis, the USCG will be hosting a site visit at the Coast Guard Training Center in Cape May, New Jersey on or about January 8, 2008 to familiarize interested Offerors on Government infrastructure relevant to the NAIS procurement. Presentations will be provided on NAIS/Rescue-21 integration testing, existing Rescue-21 sites within the designated IOC Sectors, Sector Command Centers within the IOC Sectors, NAIS Increment-1 sites within the IOC Sectors and USCG Centers of Excellence, including the Coast Guard Navigation Center (NAVCEN) and the Operations System Center (OSC, Martinsburg, WV) facilities and capabilities.

In addition, potential Offerors will have the opportunity to visit the Cape May, NJ, Rescue-21 Remote Fixed facility (RFF) where the Coast Guard has conducted an initial assessment of the feasibility and interoperability of collocating NAIS systems at Rescue 21 remote sites.

The NAIS Project Office has made considerable progress in developing the Increment 2 RFP since our Industry Day in January. Since that time, we have revised our acquisition strategy and will be procuring the NAIS Increment 2 capability over two phases, with the first phase being the subject of the upcoming RFP. Following is the revised Increment 2 Phase I RFP schedule:

- Release of Final RFP: November 2007
- Proposal Development Period: Nov 2007 - Jan 2008
- Contract Award: 4th Quarter Fiscal Year 2008

Additionally, we have added to and updated our responses to the 15 most frequently asked questions (Download Free Adobe Reader) regarding the NAIS Increment 2 RFP.

After releasing the draft NAIS Statement of Work (SOW) and Performance Specification (PSPEC) in December 2006, the Coast Guard received hundreds of questions and comments from industry. We sincerely appreciate the time and effort taken to prepare the feedback provided. We have reviewed every question and comment received, and as indicated at our Industry Day, held January 18th, 2007, we are considering them all as we work to refine and finalize the RFP. Although we will not be providing specific responses to each individual question or comment on the draft documents, the final RFP will reflect our consideration of this input. In the interest of releasing the NAIS Increment 2 final RFP as soon as possible, allowing for proposal development, the NAIS Project Office has elected not to release a draft of the RFP.

The NAIS Project Office is targeting the beginning of July 2007 to issue the Increment 2 Solicitation.

The NAIS Project Office appreciates the continued interest and insightful feedback received to date on the NAIS I-2 Draft Performance Specification (PSPEC) and Statement of Work (SOW).

Currently, we are targeting May 2007 for release of the draft RFP for industry comment.

The Draft RFP is expected to consist of the following elements:
- Revised PSPEC
- Revised SOW
- Sections L&M
- Section B
- Listing and Description of Government Furnished Information
- Section H

This website will be updated no less than once per month to keep interested parties apprised of the status and projected timeframe for next steps.

Representatives from the NAIS Project Office expect to be present at the 2007 Annual Assembly Meeting and Conference of the Radio Technical Commission for Maritime Services (RTCM) being held May 6-11, 2007 at St. Pete Beach, FL.

The U.S. Coast Guard (USCG) announces release of a DRAFT Performance Work Statement (PWS) and Performance Specification (PSPEC) to acquire contractor system integration and technical support services for Increment 2 of the Nationwide Automatic Identification System (NAIS).   The USCG would like to obtain industry comments on the draft solicitation documents, which may be viewed and/or downloaded from this site.

 

Submit Comments:  Comments and questions on these draft documents may be submitted via a form provided on this web site, using the Submit Comment button at the top of this page.  Please note that these documents have not been modified since their original posting.  Comments on the draft documents received by January 22, 2007 will be used to help refine the PSPEC and SOW and prepare the RFP.   The USCG will treat all Offeror responses as confidential; however, Offerors should not provide proprietary business information at this time.
